This souvenir comes from a time when Brighton, MI, was a much smaller town.
Back in the mid-1900s, a company started making souvenir turtle ashtrays for different places in Michigan. The company used a base turtle, made out of cast aluminum or pot metal, and applied whatever city or tourist destination was needed. In this case, Brighton.
The turtle is fairly lightweight, and measures 5 x 3 3/4 inches.
It would be a great “catch all” piece to hold odds and ends.
