It all comes down to term limits. No one is in the legislature long enough to develop the skills and relationships necessary to write smart laws and pass smart taxes.
So, you get these back-door tax increases in the form of fees on people who it's popular to slam - bad drivers, people who drink & smoke, etc.
What we need are smart taxes, like an income tax where the rate is tied to how much you make, like most of the rest of the country has. It's insane that people making a million dollars a year are paying the same measly 4.4% that the guy who makes $20,000 pays.
Get that changed, and these back-door fees wouldn't be needed.
But you won't find the guts in Lansing to do that as long as no opne stays more than a few years.
Term limits suck.
